CHALLENGE
Building a 500 kV transmission substation on raw wetland acreage presents compounding site challenges — saturated soils, environmental permitting requirements, dewatering logistics, and the need to import massive fill volumes before any structural work can begin. There is no margin for error on sequencing, and the cost of delays or compaction failures compounds quickly at this scale.
OUR ROLE
Triple H served as owner's representative and on-site construction manager from project inception through completion. This meant full-lifecycle engagement: steering design, securing permits, running contractor selection, approving invoices, and maintaining daily QA/QC presence in the field.
Site Preparation: Oversaw dewatering and demucking of 25 acres of wetland before any structural work could begin, ensuring environmental compliance and proper sequencing for fill placement.
Mass Grading: Coordinated and provided QA/QC oversight of 250,000 cubic yards of imported fill, including compaction testing oversight and documentation to establish the substation pad.
Stormwater & Civil: Managed stormwater system integration, water and sewer utility extension to the property, and ongoing stormwater inspection throughout the build to maintain permit compliance.
Control House Construction: Provided daily oversight of enclosed control house construction, including QA/QC monitoring, safety kickoff coordination, and continuous field presence through completion.
Permitting & Design Support: Coordinated agency submittals and design team alignment from early development through permit closure, representing the owner's interests at every regulatory touchpoint.
Contractor Management: Led contractor selection, managed scopes, and handled invoice review and approval throughout construction to protect schedule, budget, and quality standards.

A fully permitted, pad-ready 500 kV substation site delivered on a previously undevelopable wetland parcel — with continuous owner-side oversight ensuring quality, schedule integrity, and environmental compliance from ground-breaking through structure completion.
