Statewide 500 kV Transmission Rebuild

Overview

On behalf of a major Florida utility, Triple H provided construction oversight across all 16 phases of a statewide rebuild of 500 kV transmission infrastructure. The program covered more than 5000 structures and over 1000 miles of transmission line. Terrain ranged from dry land to open water, marsh, federally managed levees, and private property.

The Challenge

No single construction approach worked for the whole route. Each segment required a method matched to its terrain, environmental constraints, and access conditions.

On dry land, crews used a conventional approach, building each structure from a constructed pad. In open water, all work was performed from barges, which made weather windows and marine safety constant considerations. Shallow water and marsh called for a hybrid approach: timber mats were placed on the water to create stable work platforms, then removed to limit wetland impact. Where structures stood in deep water along federal levees managed by the U.S. Army Corps of Engineers, crews built ramps from the levee out to each structure, coordinating with the Corps throughout to protect the levee.

The route also crossed private property, so landowners had to be coordinated alongside contractor crews. Every phase needed new access roads and right-of-way preparation before structure work could begin.

Triple H’s Role

  • Pre-construction planning and coordination with Engineers

  • Bid package review

  • Construction oversight across all 16 phases

  • Oversight of access road and right-of-way construction to each structure pad

  • Coordination between landowners and contractors on private property

  • QA/QC inspections, safety oversight, and schedule tracking

  • Permitting/environmental compliance
